- Establish planning context and framework
- Planning environment is clarified by analysing emergency management plan drivers and risk assessments
- Legislative, regulatory and organisational requirements, policy, procedures, existing arrangements and plans impacting on the planning framework are identified and analysed
- Interests, sensitivities, roles and responsibilities of key stakeholders are identified
